Terpenes for Germany: How the German Cannabis Market Works and Where Terpenes Fit
Audio unavailable right now. Please read on below.
Key takeaways
Germany is the biggest cannabis market in Europe, and it is still growing. Cannabis came off the Narcotics Act on April 1, 2024. In 2025 Germany imported more than 200 tonnes of medical cannabis, and medical sales passed €1 billion. Patients, pharmacies, clubs and home growers are all part of it now, and every one of them wants product that tastes like the plant.
Lab Effects has been making terpenes in Golden, Colorado since 2012, and we ship to German lab operators. Below is how the market is laid out, where terpenes fit, and what a German buyer needs to bring natural terpenes in.
How the German Market Is Laid Out
The Cannabis Act (CanG) split cannabis into two laws in April 2024. The Consumer Cannabis Act (KCanG) covers adult use. The Medical Cannabis Act (MedCanG) covers medicine. Hemp sits off to the side under its own rules.
Medical cannabis (MedCanG)
This is where the money is. Doctors prescribe, pharmacies dispense, and supply comes mostly from imports from Canada, Portugal and other EU-GMP producers. Once cannabis left the Narcotics Act, prescribing got much easier and telemedicine took off. Prescriptions grew enormously between March 2024 and the end of 2025, and private prescriptions now make up roughly three quarters of the market's value.
There is an amendment in the works. The federal cabinet approved a draft in October 2025 that would require an in-person visit for a first prescription of flower and would end mail-order delivery of flower. It passed its first reading in December 2025 and had a committee hearing in January 2026, but as of September 2026 the final readings have not been scheduled. The draft only covers flower. Extracts and other preparations are left out, which makes extracts the steadier part of the medical market for anyone building products.
Adult use (KCanG)
Adults can carry up to 25 grams in public, keep up to 50 grams at home and grow three plants. Cannabis clubs (Anbauvereinigungen) have been legal since July 2024. They are non-profit, capped at 500 members, and can only hand out flower and hash they grew themselves. As of August 2026, 455 clubs had been approved, with almost 900 applications pending.
There is no licensed retail yet. The second pillar of the plan, regional pilot projects with commercial sales, has not launched.
Hemp and CBD
Industrial hemp and hemp products with less than 0.3% THC sit outside the cannabis rules. CBD oils, cosmetics and hemp vapes are sold all over the country. Semi-synthetic cannabinoids like HHC were banned in 2024, so hemp brands have gone back to natural cannabinoids and flavor.
Where Terpenes Fit in Germany
Medical extracts and vape cartridges. Terpenes start to evaporate at around 21 to 38°C (70 to 100°F). Ethanol boils at 78°C (173°F), and hexane at 69°C (156°F). Any heat-based solvent recovery has already passed the point where terpenes leave, and distillation concentrates the cannabinoids without the aromatic fraction. A terpene blend built to a cultivar's profile is what gives an extract or a cart the smell and taste of the plant. With extracts outside the pending flower rules, this is the part of the medical market with the clearest road ahead.
Hemp and CBD brands. CBD oils, vapes and gummies all sell on flavor. A Gelato or Sour Diesel profile on a CBD product is the difference between a generic bottle and one people come back for.
Food, drinks and cosmetics. Natural terpenes go into flavors, beverages and personal care products well outside cannabis. Our water soluble liquid and powder terpenes are built for drinks and dry mixes.

What German Buyers Need
Natural terpenes import into Germany as flavor and fragrance materials, and the paperwork is straightforward when you plan for it:
- Certificate of Analysis for each lot, showing what is in the bottle.
- Safety Data Sheet in German, with labeling under the EU's CLP rules.
- REACH. Chemicals brought into the EU above one tonne a year need REACH registration by the EU importer or an Only Representative. Most single terpenes are already registered substances. Check your volumes with your importer.
- EORI number for the importing business, and the right customs code on the invoice.
For botanical terpenes, that is usually the whole list. For cannabis-derived terpenes, German buyers generally need to show the product carries no THC, since the cannabis rules turn on THC. Have a German adviser confirm the right path for your product before you order.
Lab Effects provides COAs and Safety Data Sheets for every product. We manufacture under cGMP (21 CFR 111 and 21 CFR 117), are ISO 9001 certified, HACCP certified and FDA registered, and our team helps put together the documentation each shipment needs.
What We Offer German Lab Operators
Botanical Derived Strains. These rebuild a real cannabis cultivar's profile from terpenes sourced from other plants. We start with GC/MS testing on the cultivar, then match it terpene by terpene. Once a terpene is isolated, the molecule is the same whether it came from cannabis or from citrus peel, as long as it is natural and not synthetic. For most German buyers this is the simplest path, with no cannabis-derived material in the bottle.
Cannabis Derived Terpenes. The complete essential oil of the cannabis plant, in more than 115 strain profiles.
Natural Terpene Flavors. Fruit and dessert profiles for CBD, food and beverage work.
Terp Essentials. The BASE™ carrier oil and The CUT® diluent. Neither contains PG, VG, PEG, MCT, vitamin E acetate, squalene or squalane.

Everything we make is 100% natural. We do not use synthetics or odorizers.
How Much to Use
Our suggested starting points:
- Vapes: 7%
- Tinctures: 1.5%
- Gummies: 1%
- Topicals: 0.5%
Start there and adjust, since small changes in percentage noticeably change aroma and taste. Ceramic coils maintain the flavor and terp profile, and cotton gets a burnt taste much quicker than ceramic.
